I was browsing around the official forums, and found this little tidbit of information about the new expansion:

Trade Skills
When I talked to Beghn I asked if he could tell me anything about the new Secondary Trade Skills beyond the fact that Tinkering was one of them, and he said, “Oh, sure. I’m pretty sure we have announced all of this already.” I have looked around and can’t find the info he shared anywhere so I am going to post it, I apologize if I am duplicating information.
The two secondary trade skills are Tinkering and Transmuting. “You will choose one or the other.” “The maximum level you can have in your secondary trade skill will be dependent on your primary trade skill level.” “It will be something you have to level up, you’ll have to grind in it just like regular trade skilling.”
Tinkering is used to make utility type items. I asked if we would be able to use Tinkering to upgrade our weapons or armor and was told, “No, you will do that through Transmuting. Tinkering will be used to make items that will give utility, things that a class might not normally have, like items that will root enemies or maybe one that will cast a short duration mez. They will have charges on them and when they run out, you will use a ManaBattery to recharge them. ManaBatteries are made through Transmuting”
Transmuting is used to break things down and enhance other things “Transmuting will allow you to break down items to recover materials.” “When you break something down you will get materials in the same form you would get from harvesting.” I asked, “So, if I were to break down my old cobalt sword I would get a cobalt cluster?” to which Beghn replied, “yep. You can then use that material to upgrade another item.” He clarified, “You can turn the material into an enhancement that you can then upgrade an item with. There will be different types of enhancements.” I asked, “like studs for armor, and something else for weapons?” Beghn replied, “Yeah, but there will be more than just one for armor and one for weapons.” I asked, “Just to be sure I understand, if I want to turn my old ebon sword into an enhancement for my new cobalt sword it would take 3 steps, one to deconstruct my old sword, one to turn it into an enhancement item, and one to combine it with the cobalt sword?” Beghn replied, “That’s right. You’ll be able to enhance almost any item, not just crafted” I asked if this included the items already in game or just the new Faydwer items and he said, “It’s a 1-70 expansion so it will include all the old stuff too.” I asked, “So I will be able to enhance my Dragonscale Pauldrons?” he replied, “Yep.”
