Good news for anyone that has been enjoying their 5 free booster packs per month for LoN or even just for the chance at loot cards for the past 6 months or so.

I still do NOT get how to convert a loot card into a house item, or how to figure out if you have one.

Going from memory here, so some of the details might not be completely accurate.... To claim those, you have to go into the LON client. If you use station launcher to launch EQ2, then look for Legends of Norrath on the Strategy tab. Not sure how to bring it up without the Station Launcher, although I'm sure someone does. Once inside the client, go to Collections. You will go into a window where you can manage your collections. You should have one selection called "Claimable items" or something like that, and there should be 5 booster packs waiting for you. You'll probably also be prompted with a dialog that tells you that those are being "Delivered". Right-click on those and click Redeem All and it will open all the packs. Then you can sift through and see if any of them were loot cards. If there were, you'll have a new item you can redeem that equates to your loot card. Right-click, select redeem, agree to the Terms of Service, and then you're done in LON. Go back to EQ2 and type /claim (there may be a time delay of a few seconds or a minute or something) and you should see your new item available to be claimed. Hope that helps!

You can launch LoN from in game from the menu as well.
Also remember that any LoN loot card you Redeem from inside LoN is linked to your account. You can /claim it on any of your charaters on that account. Only 1 item though so pick the character you give it to very wisely.

If there's a particular loot card you want and you want more of a sure thing, you can also trade UNOPENED booster packs for items on the LoN market.
